France Issues New List of Standards that Provide Presumption of Conformity to Decree 91-1292

France has published in the French Official Journal an updated list of standards that give presumption of conformity to Decree 91-1292 for protecting young children from risks associated with childcare articles.
On March 24, 2019, France published a new list of standards that are considered to give presumption of conformity to Decree 91-1292.

Published in 1991, Decree 91-1292 was issued specifically to protect children under the age of four from risks associated with childcare articles.

The latest list of standards presumed to conform to the requirements in Decree 91-1292 includes several standards stakeholders should be aware, including:

• NF EN 1888-1 (December 2018) – Wheeled child conveyances, Part 1: Pushchairs and prams – latest revision of the standard

To ensure there is a smooth transition, articles that conform to previous standards can still be produced or imported until March 1, 2020. Retailers will be allowed to sell out existing stock.

The following standards had revisions or amendment published in December 2018 and so the previous version is still applicable until December 1, 2019:
• NF EN 716-2 (October 2017) and NF EN 716-1 (February 2018) – Children’s cots and folding cots for domestic use
• NF EN 16232 +A1 (August 2018) – Infant swings

Finally, the following standards do not replace existing standards. They therefore are applicable upon publishing:
• NF EN 1888-2 (December 2018) – Wheeled child conveyances, Part 2: Pushchairs for children above 15 kg up to 22 kg
• NF EN 17022 (November 2018) – Bathing aids
• NF EN 17072 (December 2018) – Bath tubs, stands and non-standalone bathing aids
