Public Consultation Opens in Europe Over Four Potential SVHCs

The ECHA has started a public consultation over four potential SVHCs. Stakeholders must comment by October 18, 2019.
The European Chemical Agency (ECHA) began its second public consultation of the year on September 3, 2019. The consultation is looking at the proposal to classify four substances as Substances of Very High Concern (SVHCs).

The four substances under consideration are:

1 2-Benzyl-2-dimethylamino-4'-morpholinobutyrophenone
2 2-methyl-1-(4-methylthiophenyl)-2-morpholino- propan-1-one
3 Diisohexyl phthalate
4 Perfluorobutane sulfonic acid (PFBS) and its salts

The first and second of the potential SVHCs are both members of the alkylaminoacetophenone (AAAPs) family of chemicals and both have a classification as toxic for reproduction category 1B. Potential uses include:

• Photoinitiator in polymer production
• In the manufacture of inks and surface coatings based on acrylates polymerised by exposure to UV radiation
• As high-speed offset and flexo inks, UV inkjet, etch resists, printing plates and solder masks

The third substance – diisohexyl phthalate – is a component of a substance already on the Candidate List: 1,2- benzenedicarboxylic acid, dihexyl ester, branched and linear. Diisohexyl phthalate would also be classified as toxic to reproduction category 1B. It is used in sealants and as a plasticizer in plastics.

The final substances under consultation – perfluorobutane sulfonic acid (PFBS) and its salts – are per- and polyfluoroalkyl substances (PFASs). They have been classified as having an Equivalent Level of Concern (EQC). These substances are used as additives in polycarbonate and in electrical and electronic equipment and metal plating.

Stakeholders have until October 18, 2019, to make comments on these proposals to the ECHA. If they are accepted as SVHCs, this will increase the number of substances on the Candidate List to 205.
