SGS Summarizes US CPSC Notice of Proposed Rulemaking for Infant and Infant/Toddler Rockers

SGS publishes SafeGuardS looking at the US CPSC’s NPR to establish a safety standard for infant and infant/toddler rockers.
SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 148.23 to provide stakeholders with an overview of the recent notice of proposed rulemaking (NPR) relating to infant and infant/toddler rockers proposed by the US Consumer Products Safety Commission (CPSC).

The NPR, 16 CFR 1240, was published on October 26, 2023. If accepted, it will establish a safety standard for infant and infant/toddler rockers aimed at addressing known hazards associated with use, such as positional asphyxia, disassembly and collapse, hardware failures and falls from elevated surfaces. It incorporates by reference ASTM F3084-22 (Standard Consumer Safety Specification for Infant and Infant/Toddler Rockers), with a modification to make it more stringent and further minimize the risk of injury linked to the use of rockers.

SGS publishes SafeGuardS to keep stakeholders informed about regulatory and market changes that may impact their businesses. SafeGuardS 148.23 covers the publishing of this NPR and includes definitions for both infant rocker and infant/toddler rocker, as laid out in the proposed rule. It also includes a summary of the modifications to ASTM F3084-22.

Interested parties now have until December 26, 2023, to submit their comments about the NPR. If accepted, there is a proposed effective date of 180 days after its publication as a final rule in the Federal Register.
