SGS Summarizes US CPSC Notice of Proposed Rulemaking for Infant Support Cushions

SGS issues SafeGuardS looking at US CPSC proposal to establish a consumer product safety rule for infant support cushions.
SGS, the world’s leading testing, inspection and certification company, has published SafeGuardS 012.24 to provide stakeholders with an overview of the notice of proposed rulemaking (NPR) for infant support cushions issued by the US Consumer Products Safety Commission (CPSC).

Published on January 16, 2024, 16 CFR 1243 aims to establish a safety standard for infant support cushions by addressing concerns relating to suffocation, entrapment and fall hazards.

Infant support cushions are defined in the NPR as: “an infant product that is filled with or comprised of resilient material such as foam, fibrous batting, or granular material or with a gel, liquid, or gas, and which is marketed, designed, or intended to support an infant's weight or any portion of an infant while reclining or in a supine, prone, or recumbent position.”

Therefore, products covered by the NPR include:
• Infant pillows
• Infant loungers
• Nursing pillows with a lounging function
• Infant props or cushions used to support an infant for activities such as ‘tummy time’

SGS publishes SafeGuardS to keep stakeholders informed about regulatory and market changes that may impact their business. SafeGuardS 012.24 includes details of the NPR and the requirements it will cover. It also has information about a proposed update to 16 CFR 1130 to include infant support cushions as durable infant or toddler products that require consumer registration.

The CPSC is currently holding a consultation over the proposed rulemaking that will end on March 18, 2024.
