Storm Surge Threatens Massive Flooding

Forecasters watching Hurricane Irene warned of a storm surge of 4-8 feet above ground level from Virginia to New York to Cape Cod, threatening to worsen flooding in low-lying areas. The problem could be complicated by the tides, higher than average because there is a new moon Sunday night, U.S. time. NOAA's National Weather Service said the effects could vary widely from place to place.
